During the administration of architectural projects across Australia, distinguishing between an active issue and a future risk is essential for effective project control.

Within the Project Management Institute (PMI®) framework outlined in the PMBOK® standards, the Issue Log serves as a critical input to the Identify Risk process, helping practitioners evaluate how present disruptions could trigger future project threats.

Understanding the Issue Log in Architectural Practice

In standard project management terminology, an issue is a current, realised problem that is already affecting the project (such as a delayed authority permit, a discovered site constraint, or a non-compliant trade installation). In contrast, a risk is an uncertain future event that could impact project objectives if it occurs.

In Australian architectural offices that may not follow strict PMI® nomenclature, the functional equivalents of an Issue Log include:

  • Site Inspection Reports and Defect Logs: Records of unresolved build quality or non-compliance matters noted during contract administration.
  • Request for Information (RFI) Logs: Registers tracking unanswered design queries or documentation ambiguities from the builder.
  • Site Instruction Registers: Logs detailing formal directives issued to address unexpected site conditions.
  • Authority Clarification Logs: Documentation of ongoing disputes or hold-points with local councils or private building certifiers.

How the Issue Log Functions as an Input to Identify Risk

When carrying out the Identify Risk process, reviewing active issues provides invaluable diagnostic data. Architects use the Issue Log as an input by evaluating each active problem through a forward-looking lens:

  1. Identifying Secondary and Knock-On Risks: An unresolved site issue (such as unexpected groundwater during excavation) immediately creates secondary risks for downstream activities, such as foundation redesign delays, budget overruns, or liquidated damages.
  2. Detecting Systemic Weaknesses: Recurring issues in RFI logs regarding specific detailing (for example, complex facade waterproofing) signal a systemic risk in design documentation or contractor capability that could affect future project stages.
  3. Assessing Schedule Escalation: Minor site delays recorded in site reports can aggregate over time, threatening critical milestone deadlines like practical completion or tenant lease commitments.

By converting active issues into structured risk statements, architectural project managers can formulate proactive risk responses rather than remaining in a constant state of fire-fighting.
